Chibis ;; Are they allowed?

ive been making chibis and i want to use one as my profile pic. but people tell me they're banned.o; so like- am i allowed to not open a shop, but just put them as my profile pic? bc one person told me too many people were copying someone's shop. so am i allowed to just use them in my profile pictures, but not open a shop? sorry if this is confusing!

I'm pretty sure their allowed but you can't make them in shops or steal pictures of chibis, you have to make your own.
