Most require dowloading for free such as gimp and photofiltre(: But photoshop is a program you have to pay for but its worth it since the outcome of graphics are amazing(:

I'd suggest paint.net or Gimp 2.8 which can both be downloaded for free on the internet.

If you're quite serious about graphic-making, I'd suggest buying photoshop :3

I agree, I will also use gimp2.6 it really does work, but how i learned how to make graphics is that I well I saw youtube videos. It really helps!
