Hey guys, I've got some questions

Hey guys, I know I haven't been on in awhile but I was wondering if Open Certificates still work because I was over at my Aunt's house one night and I came across some bears from the 1997's.
If they still exist, do I just bring the bears to build-a-bear and they hand me over an open certificate? How does this process work?

Well the other day I went to babwthey said if u have a bear that hasn't been birthed to come and birth it any time so I don't think there's open certificate but u can still re birth bears
