The reason that 10 items or fewer is grammatically correct and 10 items or less is not, is because of a very simple reason.

Less is not supposed to be used in a certain amount of quantity. Since the number is known, it is not grammatically correct. A correct example could be; The correct amount of pills or less should be given to the girl.

Fewer is used when the amount of quantity is known. Since the number is known, it is grammatically correct.
A correct example could be; Three pills or fewer should be given to the girl.
